Code Cycle: 2016 & 2019 Standards
Form: CF2R-MCH-25 only, No CF3R unless the installer altered the refrigerant in the system.
Refrigerant Charge Verification Exemption: Entirely new or complete replacement packaged systems for which the manufacturer has verified correct system refrigerant charge prior to shipment from the factory are not required to have refrigerant charge confirmed through field verification and diagnostic testing. The installer of these packaged systems shall certify on the Certificate of Installation that the packaged system was pre-charged at the factory and has not been altered in a way that would affect the charge.
Minimum Airflow Requirement: In climate zones 2 and 8-15, ducted package systems shall comply with minimum system airflow rate requirement of greater than or equal to 300 cfm per ton for altered systems, or 350 cfm per ton for new systems. This must be verified by a HERS Rater, provided that the system is of a type that can be verified using the procedure specified in RA3.3 or an approved alternative in RA1.
Background: A packaged unit is charged at the factory and does not require the installer to open the refrigerant system or refrigerant containing components. It is just set in place and ready to go.
As comparison, a traditional split system requires the installer to install a refrigerant line set, install a liquid line filter drier, pull a vacuum to remove air and contaminants, check for leaks, release the refrigerant into the line set and evaporator/indoor coil, and then verify that the charge is correct by possibly adding or removing refrigerant. Thus, this procedure requires the refrigerant system to be "opened" and a proper refrigerant charge needs to be verified by a HERS Rater.
Compliance Forms: The CF2R-MCH-25 form must be completed. On Field A15, select "New Package Unit Factory Charge" to claim the exemption. When this exemption is claimed, the CF3R-MCH-25 will show "Not Required."
